The potential for restoring transparency

The Index allows not only to assess the actual transparency in the energy sector, but also to determine what level of transparency could be achieved if the Index recommendations were taken into account. Such scenario calculations allow one to see the untapped potential for increasing the sector's openness, which can be realized in a short time and thus promptly improve the quality and scope of information disclosure. The potential Index scores presented in this section are calculated solely on the basis of recommendations that can be implemented even during martial law without posing a risk of disclosing sensitive information. At the same time, the implementation of such recommendations by the responsible authorities will improve public oversight of the energy sector, reduce corruption risks, increase the trust of international partners in the post-war reconstruction process, and allow to attract the necessary investments to this end.

Bar charts allow comparing the actual and potential level of transparency in different years in 5 energy markets:

  • natural gas;
  • electricity;
  • oil and liquid fuels;
  • steam coal;
  • heat.

For the energy sectors where commodity markets are still being formed (steam coal, heat), the calculated indices are for reference only.


Transparency increase potential by public authority

Comparison of actual and potential transparency of public authorities responsible for information disclosure in the energy sector. The scores are calculated based on a set of indicators associated with each particular authority. Since the number of respective indicators varies significantly among different authorities, the calculated transparency scores should not be applied for ranking but rather perceived as indicative.
